European Commission Blames Social Networks For ACTA Failure; Worried About Its Imminent Directive On Copyright Enforcement
This is what the Commission President Jose Manuel Barroso said on ACTA:
The Chairman introduced the subject, commenting on the intensity and extent of public debate and organized campaign against the Anti-Counterfeiting Trade Agreement (ACTA). Particularly those who believed that the agreement would lead precisely to an unjustified restriction on freedom of speech and democracy on the Internet, and distort the balance between intellectual property rights and other fundamental rights.
therefore considered that the Court of Justice of the European Union has asked to confirm the position of the Commission in this case, namely, that ACTA is consistent and compatible with the Treaties and the Charter of Fundamental Rights of the European Union. He suggested that discussion of that day should consider this, but the question of when would be the appropriate time to bring the case before the Court, and the opportunity to consult Parliament and the Council on the adoption a common approach in this case.
The suggestion that anger over the ACT was somehow part of an "organized campaign" seems a fact that is not understood that the protests were almost all Internet users across Europe gather to defend their online community. Regarding the "common approach" with the European Parliament, it is easy to see why the commission wants the return that would act before the European Court of Justice to be framed so as to increase the likelihood of positive response by the court. It will be interesting to see if it opens the Europeans in this Parliament, or to follow a hard line on the need for more questions being asked.Barroso comments were followed by some observations of Mr Karel De Gucht, European Commissioner for direct taking, which made some revealing comments:
noted that the opposition had increased in the period before the vote scheduled for January in the U.S. Congress two legislative initiatives: the law to stop online piracy (IAD) and the Law on Protection of intellectual property (IPP) -. - To increase the protection of intellectual property rights on the Internet, at the end of the vote had not taken place after a hostile campaign from social networks and loss of support from the White House interesting De Gucht, who joins the growing hostility to ACTA storm generated SOUP / PIPA, and give credit to stop the bills from the United States in a campaign " hostile "conducted by social networks. One could say that what really concerned because he said something similar on social networks and the law immediately after Despite the signing of the LOI in January by the Commission, the EU Presidency and Member States in twenty-one, the media campaign that began in Europe, promoted largely by social networks, had already taken a number of Heads of State or Government decide to delay the signing or ratification of the agreement by their national parliaments. He added that the campaign has also had considerable influence on members of Parliament and, following recent contact with the various political groups, he now felt it would be difficult to muster a majority in favor of ACT in the European Parliament. extraordinary thing is that nothing less than
three
other commissioners also spoke at the meeting on the importance of social networks, and the need to deal with them.
Viviane Reding:
concluded by highlighting the growing influence of online social networks and the need for the Commission to consider in its communication policy and treatment of various files. The instructions were given to communication units in the branches
Neelie Kroes.
