The review will focus on the benefits of e-book lending in libraries and on demand service and their possible consequences, including its effect on publishers.
"E-Loan is in its infancy but growing fast," said Vaizey. "As e-readers are transforming the way people access to books, e-loan can help to transform the way people use libraries. At present, only a few officers in England libraries lend books to allow electronically - and many publishers wish to offer their e-books for lending, especially considering there is no recognized system of payment (an issue that has sparked protests from the authors).
American publishers do not hesitate to retaliate. "The editors support the concept of e-loans, but must solve a wide range of complex technological challenges, operational, financial and otherwise, to make it a reality," said the Association of American Publishers in a statement. " At a time when the individual publishing houses are more active than ever to find viable solutions for e-ready, we are disappointed that the new leadership in ALA chose this path with this particular time, to criticize these efforts. '
In the UK, a proposed solution to allay the fears of the editorial was Justin Tomlinson MP notion that "a little extra for an e-book should be applicable, with the money split between publishers and the library of the physics community. "
