About Me
Report Suggests Obama May Take Drones Away From The CIA
Although much of the recent discussion here on the use of U.S. drones has focused on fear of how they might be used in the country, there can be no doubt its use is controversial in the world as well. In this scenario, there are questions about transparency in its use collateral damage, and even if there is a legal argument for the application as a whole. As the pressure continues to rise, President Obama finally began to respond, at least, suggesting that in its most recent movements Union seeks to "ensure that not only our orientation, arrest and prosecution terrorists remain consistent with our laws and systems of checks and balances, but our efforts are more transparent to the American people and the world. "Many of those who have paid attention to Obama's actions with respect to its promises Transparency can be rolled their eyes, but soon maybe just a gesture in which, in the case had at least open the actual progress.
Reports flow through U.S. officials as sources that the President has the program CIA drone, one of two in the United States, and unify with the Department of Defense UAV program. If this does indeed happen, this movement can not be appreciated by those of us who want greater accountability and transparency in the government decides to kill people abroad. As mentioned in The Daily Beast:
The would toughen the criteria for drone attacks, strengthen program accountability and increase transparency. At present, the government maintains parallel drone programs, one at the CIA and the other strand by the Ministry of Defence. The proposed plan to unify the structure of command and control of targeted killings and create a uniform set of rules and procedures. The CIA maintained its role, but the army has operational control of the orientation. Lethal missions are conducted under Title 10, United States Code, governing military operations, rather than Title 50, which states that the judicial authorities for intelligence and covert operations. "This is a big deal," said a senior government official who was briefed on the plan. "It would be a pretty strong statement."
While any movement that occurs gradually be eliminated, the report suggests that will be completed in the second half of the Chair. Probably push this change, oddly enough, comes from John Brennan, the new CIA director, who also directed the drone program management since the beginning of his first term. According to some sources, Brennan wants to collect information, the role CIA long before the September 11 attacks more than a decade ago. For the president, which has significantly upped the ante with drone attacks in the United States from the previous administration, it would be a serious movement . Why?
Perhaps more importantly, the CIA program is "hidden", which means that not only highly classified, it is clear under the law. This means that the CIA, in theory, can lie about the existence of the program or individual transactions. The military program of targeted assassination, however, is "illegal", meaning that it is secret, but undeniable.
